Why is it that Sync copies cannot be created

When trying to copy files from an external USB drive using cut and paste I get the following error “Sync copies cannot be created from [folder] because the folder itself already has a sync copy. It has something to do with the briefcase but don’t know what is going on with this. Customer set it up over a year ago and he doesn’t remember all the particulars. Anyone have any ideas?
