Why wont Outlook mail receive? It does send though.

Hi,
I am helping a friend that’s having a problem with Outlook 2003. She received an email from a friend that had a word document attached to it with a recipe, the file has been scanned and is completely clean. This email just keeps sending over & over.
She can receive emails however can’t send them.
The error is ” x800CCC0F”
I checked the control panel to check mail settings and there isn’t a Mail icon there anymore.
Also there is a really strange icon I have not seen before “dispositivos de medios portatile conectados al equipo Windows Media Player 10”
Any help would be appreciated.
