Win 2k server win xp group policy

dear fella’s
Here is the scenario
i m having win 2000 server having active directory installed on it and the winxp service pack 2 clients as a domain clients. have created group policy other than default domain policy and it is next to the default policy. now the problem is every client is able to login in the domain but the group policy doesnt applies to the client say “THE ACTIVE DESKTOP” on the clients and such as other features.
