Win95 Desktop ICONS Stuck

I have a WIN 95 machine that has a registry problem I think..! The Icons on the desktop cannot be moved manually, Auto arrange on or off doesn’t make any difference. Although in safe mode they are movable.
I’ve delved through the registry and can’tseem to find the problem.
Any help would be appreciated….!
