Win98 SE “Windows Proctection Error”

I already FDISK and formatted the drive. When it’s getting ready to run for the first time I get a “Windows Protection Error. You need to restart computer”. I will restart it and it will still give me same error. I’ve change HDs, and memory. What should I do to install Win98 properly?
