Win98 Won’t shut down, Computer keeps re

Have a Intel P266 with Win98SE installed when client tries to shut down their computer it acks like it was told to reboot.
It never gives the ok to turn the power off,
Bios post starts, goes thru the memory test,
Windows restarts?
