Win98 Won’t shut down

windows will not shutdown or restart. Always returns to the dersktop without an error. Only thing running is Explorer, I removed all start up items. When trying to go to ms-dos restart I get “can’t shut down program error”. If I Ctrl-Alt-Del andtry to shut down, that doesn’t work either. If I completely reset via C-A-D, I don’t get a scandisk popup screen and I am back to where I started. I find it to be a very interesting problem, albeit one that is annoying. Any help would be wonderful!
