Windows 7 Startup fix wont work

Have tried 8 times to do a Startup Repair, and System Restore, to get windows 7 back running right, using an install disk, and it will not seem to work.
I’ve tried it in safe mode, and still nothing.
I installed a new board (exact same one) could that be that problem ?
Iam using an upgrade disk to repair, is that it ?
