“Windows cannot access the specified device, path or file. You may not….

Whenever I try to download a file from the internet I am recieving the following message: “Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item.”
I think it could be something to do with Internet Explorer 7, as the problem has only started occuring since I have been using this.
PLEASE HELP!!!
