Windows cannot access the specified device, path, or file

Hi eveyone i need some help with this problem, i deleted some of my windows files, now i can’t get an access to all my files and folders, i can’t run or save any files, i keep getting this messege. Windows cannot access the specified device, path, or file. please helpe me
