Windows Firewall

I’ve got a small problem with windows firewall on my computer. It keeps turning itself off!!
I’ve got norton antivirus installed on my computer. I enabled personal firewall on it but I found it was blocking alot of programs from accessing the internet and it had too many pop up messages(i tried to configure it but gave up after a couple of days). I am just wondering does anyone know if norton is the problem or is it a problem solely with windows firewall!!
