windows load bad

When my system is loading (server 2003) it comes up with the “Now loading Server 2003” splash screen, but then blue screens. I have tried with safe mode, last known good, and even booting to CD. When I boot to cd and go to “repair with recovery console, it doesn’t show any current windows installations. Same with trying a straight re-install repair. Any suggestions, other than completely reloading the server?
