Windows Load Balancing

I have edited the registry of a Windows 95 machine to enable load balancing
in this key.

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Update

DWORD Value: LoadBalance with value set to 1

Microsoft says this will force a Windows 95 machine to authenticate off the
BDC instead of the PDC. After rebooting I still receive confirmation that
the machine was authenticated off of the PDC. Is there something else I
need to do to get the Windows 95 machine to authenticate off of the BDC?
