Windows Me!

I need help!
My freind asked me to help him figure out why his HP Pavillion with Me is stuck in safe mode. I have gotten into the BIOS and restored the original settings without any help. I have gotten as far as in safe mode, but am not able to get ant further. It stops at a Blue screen that says safe mode in all four corners of the screen. Does any body know what I can do to get it into DOS. It also says I need to fix the SCANREG. But, I dn’t know how to get anywhere to run anything.
