Windows NT Licensing

I’ve recently replaced a file server with another. Since then, I have been having a problem with Licensing. In the event log, I continually see messages telling me that I am out of Licenses. I have changed the licensing to a per seat license and duplicated the information from the original server. Does anyone know why this would happen?
