Windows NT network traffic monitoring

Our internal network has recently come to a grinding holt and we believe it due to the amount of traffic on our network (We have just installed Intershop and Our web staging site on the server). We were looking for a way to monitor the network protocol traffic. We have tried performance monitor but here are no obvious options for monitoring TCPIP incoming and outgoing traffic. Can you help me please?
