Windows Vista – Juno Internet

I just helped a friend setup a new Dell desktop with Windows Vista. He is using Juno as his ISP. Juno installed properly and he is able to connect to his email account and all functions work (i.e. send and receive). The problem is when he tries to connect to the internet. It gives us an error that says he must have admin rights. This desktop is not connected to a network and he doesn’t use wireless. My searching has not come up with the answer I’m looking for to fix this problem and it is probably pretty simple. Anybody know how I fix this? Thanks in advance, Phil Collier.
