Windows XP, FTP issue with port 21

I can connect to my server through Filezilla and then get this error.

Error: Disconnected from server
Error: Could not retrieve directory listing
Error: Timeout detected!

I uninstalled filezilla and then installed version 2.2.9. I set up the ftp managerand enabled passive mode. All firewall and anti-virus are off.
I connect to the server and cannot see the files on the server.

Can port 21 be cleared in windows XP as that is the port setup on the server

Thanks
