Windows XP Security Setting

As you all know that by editing the group policy we can enforce various security settings of the Windows XP operating system, like: hiding the advanced tab of the Internet Explorer, hiding the run menu, hiding the control panel among others. But the issue that I want to discuss is that: when I edit the group policy these security settings gets applied globally i.e. System Administrator account as well as User Account which I dont want. I want that these security setting should be applied only to the User Account and not globally ( and surely not to System Administrator Account). How is this possible.
