Windows XP to Windows 7, when running .exe file, a pop up comes up

An .exe file connects to a .mdb file in Windows XP. I can run it just fine due to a config.ini file that tells it where to connect it to. I did not develop either the exe file or the mdb file. When I copy the files over to Windows 7, when trying to run the .exe file, a pop up box comes up stating “Cannot connect to database. Check db.” I change the source under the config.ini file. It was stored under the Program Files in Windows XP. In Windows 7, I have it under directly the C drive. It still gives me the message. What am I missing?
