winecec error

I have a Visual Basic 4.0 16-bit application being installed on a WinNT workstation as of yet unknown service pack.

After the (copying the initalization file) box displays I receive this error.

“Can not start main setup program (winexec). Error code 00ah”

Any suggestions would be appreciated.
