WINS Failure

Network neighborhood had half of it’s icons this morning, so I checked the WINS Server, Server Manager, and the event log. The WINS Server showed ad 60% failure rate on successful queries received. The Server Manager has one server missing and onegrayed out as well as other devices missing. The event log on the WINS Server shows a browser election each time I restart it. What’s going on here and how do I fix it? I added a second WINS server to at least be able to map to the missing devices, but I would like them to appear in network neighborhood.
