Word command bar icons disabled.

Some of our users are experiencing disabled command bar items like Print, Save as etc in Word 2003. We’ve also experienced this in Word XP. The only way to rectify the problem is to create them a new profile on their computer. Has anyone experienced this or know of a fix. It’s not a policy. It just happens out of the blue to different users at different times.
