10GB LOST TO REFORMAT

i have currently upgraded from WIN98 SE OS to WINXP PRO, i recently let someone reformat my pc as i didnt know how to(new to the wprld of computers)the person foramted using f disk. the computer was running smoothly for a few weeks then started playing up on me so i decided to reformat again this time not using f disk, the problem is that i wanted to partition my 40GB HD into 2 (20GB each) after i had set it all up and windows was formatted i went into the computer management to activate the format but when i went to do so it was showing me that i had only 30gb to format one drive was 20GB and the other was 11GB?????

Somewhere along the line i have lost 10GB and would really appreciate it if someone could help me as i really done want to reformatt for a third time to see if it will fix the problem, if there is another way around it. please please help!!!!!!
