ACCESS 2K starting from HTML

This might be our set up, but hopefully my ignorance.

Trying to open ACCESS Databases on a shared server from an Intranet page on the same server drive, but different directory. The Intranet directory is read to all (I have write/change privilege) and the ACCESS database directory is open (read/write) to all.
Our system wants to download the file rather than open the mdb file.
