Access Denied Connecting to .pst

i installed win2k pro on a PC on a network, added user to administrator group (domain\user). configure ms-outlook to user’s old “.pst” file (which is on the “c” drive under a folder called “pst”). when i goto services to add the “personal folder” inoutlook i get the message “access denied you do noy have rights”.
