Admin Rights in Active Directory

Hi all,
I wanna help on admin rights pls,
I am administrator to a company , along with me there are other administrators as well.
But I am the main admin. I can create a user account but not user account with mailbox. Checked the permissions. Everything is fine.
I dont know how to gain rights for that.
Pls help me.
