Allow users to install drivers

Hello, im running a novell network by which users authenticate during logon to their workstations. Users work with a particular hardware,XUP cards, that connect to a usb port.
Each time they connect it to a different port, other than they’ve worked before on, a driver is needed to be installed and administtrative rights are needed. HOW TO ALLOW USERS INSTALL THEIR DRIVERS BY THEMSELVES??? p.s. LOAD AND UNLOAD DEVICES right is not relevant, it doesnt help.
