Allow window reuse

Dear all,
In my company we have implemented terminal sevices. The terminal services profile for the users is mandatory. In the desktop I have two web shortcuts, one for the email exchange account (they open it with web browser) and one for scanning (the scan from web as well). Now the problem is that the users need to have both pages open, but when they launch a shortcut it opens in the same page. I created a value in the regestry “AllowWindowReuse” and set to value 0 but it is not working wehe I log through a terminal user profile. Can anyone help me cause it is becoming kind of problematic.
