are php mysql developers underpaid in india?

in india i have come across many job ads that pay 5o,ooo inr -80,000 inr annually for a fresher; a person with an experience of 6yrs gets 10,00,000inr annually ;
although the e-business is speeding up,the man who develops the e-business apps gets so less…why …any idea..post a reply
