Assess Schedule/Cost Position

Schedule/cost position can be measured if one can understand that it is necc to set a complete framework in advance to starting. This framework must be topdown to the lowest module level.Then the schedule can be potrayed with costs associated by module. It is not necc to finish modules sequentially to measure position. I was responsible to produce AD5000 (the first cost schedule system approved by the government using this technique.
