Attrition at a critical time

I was recently interviewed for a Program Manager Position in a large IT Company. The discussion went on well for more than an hour and a half. There was one last question which I thought I answered well (rather from my experience). The question was this – You are managing a big project and during the critical phase of the project, suddenly 10 persons at one go leave the organization. How will you handle the situation?. My answer was – I anticipate this situation and budget for some extra resources whom I will utilise them or I will have an agreement with an outsourcing partner whom I will allocate the tasks so that the delivery is not delayed. The guys who interviewed me were not convinced with my reply. What is the best answer for such a situation?
