Autofowarding Outlook 2000 emails to Pub

I have a user who wants emails with the subject UDP, be autofowarded to a public folder without having to open up Outlook. Currently he has to open up Outlook to get the rule to work. If hes on travel and he’s not here to open Outlook the messages do not autofoward. Is there a way to fix this? Please provide as much detail as possible. We use Exchange 5.5 if that makes any difference.
