Business requirements vs Functional specs vs detail design specs

We recently came under a new IT Director who is changing repsonsibilties in IT. There seems to be some confusion and disagreement with who’s responsibility is business requiremnt, functional specs and detail design specs.

Our IT dept org chart is IT Director, Project Leader, Business Analyst, Programmer/Analyst.

It looks like we (programmer/analyst) will be responsible for functional & detail design..and of course coding…Busines Analyst does Business Req doc and Project Leader just manages project. I’d like to hear some opinions.
