Can Foreign Language Servers OSs be in India?

We have a business partner in India. We need them to test our software on WIn 2008 R2 Enterprise 64 bit OSs, for languages like Chinese, Korean, Japanese, Russian, and others. They are saying there are availability issues.. Does anyone know if there is a government issue, such as trade/export limitation on non-english OS versions? They were able to acquire the English version without issue. Thank You.
