Can’t create Norton Ghost Image

I have a 166 Pentium, Win 98SE. I am trying to make an image of my 2 GB HDD to a 2 GB partition on a secondary drive of 8 GB total space. Norton’s Ghost 2003 allows me to make a clone to this partition but not an image. I need this image to re-create my C:\ drive to the 6 GB partition of my secondary drive (remaining space). The cloning does not work, I tried it umpteen times. Any tips on what I may be doing wrong? Thanks
