carrier offset estimation in OFDM

I’m going to do a research in “carrier offset estimation in OFDM”. The problem I have is that, it’s kind of unclear whether the “frequency offset” and the “carrier offset” are the same or whether the “frequency offset” is one of the factors that effect the “carrier offset”
