changing file association in Windows XP

For files ending with .txt, It always uses MS
Word. In Windows explorer, folder options,
I could not change the association as everything
is grayed out.

Right on the text file -> open with -> choose program.
The check box for always use this application
is also grayed out.
How do I change this association?
Thanks in advance
Tom
