Cheap or free photoshop like tool

I have a little prank I would like to play on 2 of my coworkers. Is anyone aware of a cheap or free photoshop like tool I can download? Or, if someone may be willing if I were to send you 2 pictures can you put a tiara on the girls in the picture?
