compact outlook 2000 pst file

I have a user who had a 1.966 gb mail file, after deleting 11k out of 16k email messages, (all 11K were in his deleted bin, I just permanently deleted them), I expected to see the size of the file decrease, which it did not. I then ran the scanpst.exe file, being told that that would decrease the file size, that did not work either. Any idea’s on how to compress/compact the pst database would be helpful. Thank you.
