Cost of Support ? D/Base & Devl. System

I am thinking of moving a 450 users application to Cache the Database/Development Environment from Intersystems. I am surprised at the high annual maintenance cost of 22% of the purchase list price. I expect to pay that kind of annual maintenance onan application but not for a Database/Development Environment. I would be interested in others experience on this issue.
