Costa Rica competition

I have seen a couple of articles reporting the increase in wages for IT Professionals in India because of increased competition.

I have not seen in the news but have heard from a local source that HP has come into Costa Rica and doubled the wages for IT Professionals.

Can anyone confirm this? And how many IT Professionals are they looking at hiring?
