date format problem while changing from control panel.

Hi
please help me to shoot out this problem.
My PC is in domain having windows 2000 professional.I am able to change the short format/long format of date from control panel-reginal setting-date while logging the PC locally(administrator).only administrator is able to change this settings.I give other users as administrator rights but not working. when I log in my PC in domain .I am not able to change it.I try it from different users but getting same problem”one or more of the characters you typed in the field are invalid.Trytyping different characters”
