DENY install software with domain admins

Hello, i’m have a question. I manage a windows 2003 domain. The user logon with mandatory profile. I have add users to domain admins so the mandatory profile work. I have deleted domain admins from administrators group. The problem is that de user can install software. With GPO i have enable “disable windows installer” but it doesn’t work. Can anybody help me. Thanks.
