THE DESIGN AND IMPLEMENTATION OF AN ELECTRONIC PERFORMANCE MANAGEMENT SYSTEM (PMS) Invitations requested to assist me with the implementation of an electronic Performance Management System. Council has already adopted a manual performance management system. Minimum system requirements: ● Proposed system needs to be web-based. Users need to be able to access the Performance Management System through an interface like Internet Explorer ● User rights need to be defined to manage access to the system at different level in the organization ● User-friendly system permitting officials to input the Integrated Development Plan (IDP), Departmental Business Plan and Individual Plans into the System ● System access from different locations should be possible. The Municipality should likewise be able to access the proposed system, subject to user-defined access to monitor progress and to obtain required reports ● The system must be implemented in a way that will serve as a repository data warehouse to ensure complete integration with the Management Information System (MIS), which will be developed to ensure that service delivery progress continuously updates our baseline indicators ● The envisaged hardware and software required for the system must be inclusive of the proposal.
