Detection of and Defence Against Brain Broadcasting?

I want to know how we can detect and prove the existence of, and defend ourselves against secret brain broadcasting. Does it need implants in the person whose brain is being broadcasted? How can such implants be detected/descovered and in where in the body can they be implanted?
It will be even better if the answer covers mind/thought reading as well together with its dectection, proving and defence.
