Disable right clicking on the programs menu

Hello 1st post here.

I need to disable right clicking on the programs menu.

At the moment I can click on the start button then right click the programs menu and I get options to OPEN/EXPLORE/OPEN ALL USERS/EXPLORE ALL USERS

I have seen the options to disable right clicking on the start button etc but I need to go this one step further.
