DNS FQDN works, hostname does not

I have a hostname “a” record in my SBS 2003 DNS that only works when you are on the server itself or on a host that is on the domain.

Non-domain device:
aruba-master does not work
aruba-master.ourdomain.local does work

Domain host or server:
aruba-master does work
aruba-master.ourdomain.local does work

I have a pretty good idea why it does not work, but I do not know how to fix it.
