Does Win ME offer a internal Post Office

This is my first try at posting a question and I’m sure it won’t be my last and I’m grateful to have such an opportunity. In question is whether or not on a WinME O/S system, using Outlook 2000 as my mail client for to my ISP, Is it possible to user an internal PostOffice Worgroup. When I had Win98 and Ofc 98 on my sys,using Outlook 98 as my mail client I was able to, now I cannot setup a Postoffice box/group/mail center to exchange mail between my workers and my self. Is it a Win ME issue .
Can some one please help me.
