Domian Controller Removed

My question is

If i have 2 DC’s and then one of them is lost/destroyed/whatever how can i stop the other dc from
1. looking for it
2. using sysvol mapped to the domain and not the DC i.e. \\domain\sysvol when i require \\server\sysvol?
